Moeve’s San Roque Energy Park and Puente Mayorga Chemical Plant, both located in San Roque, invested a total of 100.7 million euros in environmental initiatives in 2025. Key projects focused on improving water management and energy efficiency, as well as reducing emissions and managing waste, as detailed in the EMAS audit.
Of this total, more than 51 million euros was invested at the San Roque Energy Park, while over 49 million euros was invested at Puente Mayorga. Over the past three years, Moeve has invested nearly 224 million euros in environmental initiatives at the two facilities.
Rosendo Rivero, director of the San Roque Energy Park, said: “The EMAS Environmental Statement highlights the progress we made in environmental management over the past year. The initiatives carried out in 2025 helped improve several indicators related to resource efficiency and the facilities’ environmental performance. These results show the progress we have made and the work we are doing to continuously improve and manage our operations responsibly, in line with our sustainability commitments and our ongoing dialogue with the local community.”
Javier López Pupo, director of the Puente Mayorga Chemical Plant, said the 2025 EMAS Environmental Statement reflects “the company’s ongoing commitment to investing in further improvements at a facility recognized as one of the most innovative in the industry. In 2025, we carried out major projects to optimize processes, improve energy efficiency, and advance decarbonization, with the aim of accelerating Moeve’s transformation and expanding our range of sustainable products.”
Improvements in water and waste management
Both industrial facilities continue to take steps to use resources more efficiently and reduce the environmental footprint of their processes, promoting initiatives in line with the principles of the circular economy and decarbonization.
The company has an AENOR-certified Circular Economy Roadmap focused on minimizing freshwater withdrawal, maximizing the use of waste as a raw material, reducing the amount sent to landfills, and protecting biodiversity.
As part of these efforts, the San Roque Energy Park has cut its water consumption by 17% compared with 2023. Improvements include upgrades to the stormwater network and the opening of a new outfall, which has increased water treatment capacity and helped reduce final discharges by up to 14% compared with three years ago. The facility also recirculated a total of 733,000 cubic meters of water in 2025, following the opening of its water recirculation plant in 2024.
The facility also made further progress toward a circular economy. The San Roque Energy Park recovered 61.5% of its waste in 2025 and is moving forward with the environmental permits needed to co-process animal by-products not intended for human consumption as raw materials for energy solutions.
The Puente Mayorga Chemical Plant, meanwhile, recovered more than 60% of its waste, continuing its shift toward more circular and efficient production models. One of the year’s main projects was the installation of new high-efficiency heat exchangers in the PACOL unit, along with upgrades to the preheaters in several of the facility’s furnaces. These improvements are helping to reduce emissions and increase energy efficiency. Another milestone was the reclassification of the sulfuric acid generated at the facility as a by-product, following more than two years of technical and administrative work. The change gives new value to a resource previously treated as waste, improves process efficiency, and helps reduce waste generation.
Moeve is also working to make its San Roque operations more energy efficient and reduce the environmental footprint of its processes. The facilities are certified under ISO 50001, a standard designed to improve energy efficiency, reduce greenhouse gas emissions, and make better use of surplus energy.
The environmental report for the San Roque Energy Park maritime terminal has also been verified in compliance with the Good Environmental Practices Guide published by Puertos del Estado.
According to the two statements, which were audited by AENOR, the San Roque Energy Park and the Puente Mayorga Chemical Plant have obtained ISO 14001 certification for their environmental management systems, and their EMAS Environmental Statements have also been validated.
The environmental statements also cover other areas, including noise control, air emissions management, and employee training and awareness programs. They are available to the public, institutions, and organizations on the company’s website.
Through its foundation, established in 2016, Moeve takes an active role in protecting and enhancing biodiversity around its production facilities. One example is the restoration and revitalization of the Madrevieja Environmental Station in San Roque, a natural area where the wetland is protected and environmental education activities and biodiversity projects are carried out. The station has welcomed more than 14,000 visitors since opening to the public over a decade ago and has launched projects to support the recovery of species such as barn owls and European pond turtles.
The Environmental Statement is a management tool created under a voluntary European Union framework. It recognizes organizations that have introduced an environmental management system and committed to continuous improvement, with their progress verified through independent audits. EMAS registration is intended to give the public and other interested parties clear information about the environmental performance of industrial facilities. It also forms part of Moeve’s commitment to assessing, managing, and improving its sustainability performance.

The Puente Mayorga Chemical Plant has been registered under EMAS since 1997 and the San Roque Energy Park since 1999, reflecting decades of continuous improvement in their environmental performance.
